Clear browser cache n cookies? 
VPN off?  Ad-blocker off?
Try another browser?
Allow all Norton pages content?

Properly remove prior security solution before Norton 360 install? 

Please confirm Windows Fast Startup is off - W10 [here] W11 [here]. 
Please run Norton LiveUpdate + machine Restart (not Shut down).  Repeat.
