Hello TeePee11. Check your settings within Norton and see whether your VPN in N360 is set to load with the start of Windows. If that is the case disable it and reboot. Check for the WiFi connection being readily available again as it normally would be. Next please reset your Norton firewall, here is how: https://support.norton.com/sp/en/us/home/current/solutions/v63066093
Manually run live update against your Norton product. The current version should be 22.23.10.10. Renewal shouldn't have anything to do with your WiFi connections being slow. Reboot the computer as each, individual product patch is installed whether you are prompted to do so or not. That will ensure the patch gets properly installed. Restart a final time when no more updates are presented. Please post back progress so we can assist further.

in addition to soulasylum i would check your network adapter maybe reset that
not a regular or common issue but sometimes after a update the network adapter gets in a rut
