Hello hitch. Are you logging into your system under an admin account? If not please do so and try again. If you can manage to do so download Malwarebytes and run a full scan for malware.

I'm having a similar issue. In addition I've been having a number of BSODs over the past week or so. Just today I noticed that my Norton Firewall section was grayed out too. Just ran malwarebytes and it only found opencandy. I'm about to run the Norton Bootable recovery tool.
