Uncle Sam can you get into your settings and set the "boot time protection" to aggressive? If so do that and reboot.

Also disable "fast boot" in your power settings since that can cause issues as well. Here is how: https://community.norton.com/en/forums/windows-881-or-10-and-fast-start-feature-0

Re: smart firewall will not re-enable, available options are faded

well, your suggestion worked.. for about 5 minutes, then the firewall shut off and options to turn back on faded again.   so, i uninstalled NS completely, including the seemingly 100s of files left behind... after uninstall. which i had to fish out and delete.    then reinstalled NS again, and it seems to be working .  the link you left lead to 2 subsequent links that explained that if you shut down from the right side of screen, [ slide out menu], it doesnt really shut down, only a hybrid shutdown for faster start up the next time you turn your pc on.  when you use your - start menu- shut down it completely shuts your pc down. but in my case it did not reset or whatever the smart firewall..?  hence the Complete uninstall / reinstall of the product NS.

side note : when you uninstall Anything,  everthing that the install put in, should be removed..  in my oppinion.    ~~  man cant figure out how to do that?, 2018... ~~

so thanks for the assist, it got this ball rolling in the right direction and learned about the hibrid shutdown, and complete shut down .  Thanks.

Just a clarification here. If you have Windows Fast Startup feature enabled, clicking on Shut Down does NOT get a complete shutdown. You only get the hybrid shutdown. Clicking on Restart, will get a full shutdown.

and as a thought,  this started happening...After.. i turned Off the subscription auto renewal....  makes me wonder.....

is there a dianostic tool that can -- tell me 1st --  what the issue is with Your product, and let -- me -- tell it how to proceed?

Many programs, including Norton, that use a paid subscription model have to maintain some information in case you decide to reinstall the program at some time. Whether right a way or after some time has lapsed. This is done for different reasons. It can save having to enter all your settings for that program. But the main reason is for control over trial subscriptions. If absolutely all information was removed, a user could theoretically keep reinstalling a trial version and never pay for the product.

Re: smart firewall will not re-enable, available options are faded

is there a dianostic tool

Not that consumers can access. If you are willing to allow Norton Support to remote into your system, they can run some tools they have, and gather logs to see what is happening.

We have not asked if you have any other security program installed. Even a trial version that may have come with a new computer needs to be fully removed using the removal tool for that software.

And you need to be logged into a Windows Admin account to access Norton Settings.

When you see the firewall off message, does your Norton icon in the System Tray have a green check mark, or some other indication? If it is green, all is working properly for your Norton protection. Where are you seeing the notification of the firewall being off? Is it in the Windows notifications? If so, this is not a problem with Norton, but with the way Windows is reporting 3rd party security products.

Things happen. Export/Backup your Identity Safe data.

Re: smart firewall will not re-enable, available options are faded

Uncle Sam. Use the removal tool we suggested and remove ONLY. Reboot your device then within your web browser log into your Norton account, then log completely out. As suggested earlier DISABLE ALL the fast boot options. Reboot. Reinstall your product again and DO NOT run live updates after is has installed version 104. Disable live updates. Recheck for your original issue.

Re: smart firewall will not re-enable, available options are faded

My machines have precisely the same issue as Uncle Sam and Gary.

I can add that the problem is only present in -

Win 10 Standard (1709 / 64)

Win 10 Enterprsie (1709 / 64)

Win 8.1  (64)

It is NOT present in -

Win 7 (32)

Win 7 (64)

XP Pro (32)

As the above might prove useful, is anyone able to bring this to the attention of the

(apparently) mystified support techs?

Hi everyone. Installing Norton Version 22.12.1.14 (now .15) was a nightmare for me also. I witnessed that all administrative settings were greyed out after a system re-start, which also would not allow me to engage the Norton Firewall permanently. It took me weeks to realize (at least in my case) that it was something with my Windows 10 PC and not with the patch itself. If, anyone is still having an issue, please take a few minutes to read my post at https://community.norton.com/en/forums/having-trouble-norton-2212114
I think it will be worth the time since it worked for me, and is simple to try. Good luck!

Re: smart firewall will not re-enable, available options are faded

@Sunil_GA

Hi. Now I'm using Norton Security version 22.12.1.15. A couple of days ago, when it first happened, I was using Norton 360. The problem seems to happen on both products.

I'm on Windows 8.1. On my old laptop running on Vista, Norton has no problem.

I reinstalled Norton 4 times already (2 times remotely by Norton helpdesk), solving the problem for less than 5 minutes. Then the Firewall goes down again.

It seems that I'm able to click to activate the firewall options when I start up my pc, but it doesn't save them. I also noticed that when I click 'use default settings', it automatically turns everything off (normally that turns everything on). Then when I close Norton and open it again, everything is turned off again. When the Norton pop-up shows up, telling me my firewall is disabled, THAT's when all the options are suddenly greyed out and unclickable until I shut down my pc and then everything repeats itself.

I read somewhere about enabling everything on your pc that has to do with Intel, but I did that and it doesn't help either.

I hope the log you requested is any good.

I'd post a screenshot if I only knew how to do this, but you can check these links :

Yes, my windows is updated automatically. I checked it a couple of times already and it's up to date. I saw in another thread somewhere though that it was an update from windows causing the problem. After that user removed his last updates, Norton worked fine again. Looks like what works for some doesn't work for others and the other way around. Let's see if I can psot that screenshot here...

Info : I just had a look at the Symantec Diagnostic Tool and apparently something called Service NS is not installed and so the NS process is not running...

The solution appears to be reinstalling, but after doing that 4 times already, I know that's not going to solve the problem :-p

I already checked the fast start feature too. I'm not using it, so that's not the problem either.

Is it normal though that, when I check liveupdate, 2 to 5 updates are available every couple of hours? Liveupdate gave me updates 3 times already today (first 5 updates, then 2, then 4) and just now I checked and it gave me 4 updates again.

Hmmm.... I just noticed that I can't turn off Windows Defender. As with Norton, I can uncheck the Defender services in MSCONFIG, but as soon as I click the 'apply' button, the checkmarks switch on again. Wonder if that has anything to do with it...

Kudos0

Re: smart firewall will not re-enable, available options are faded

Is it normal though that, when I check liveupdate, 2 to 5 updates are available every couple of hours?

Yes that is normal. If you check your Norton History for LiveUdates you will see the details for each LiveUpdate run are different. ie Different features get updated, or in the case of malware definition files, you will see different version numbers. Malware definitions are release as they are available, so that can be multiple times per dayv.

I just noticed that I can't turn off Windows Defender. As with Norton, I can uncheck the Defender services in MSCONFIG, but as soon as I click the 'apply' button, the checkmarks switch on again.

You cannot turn off the Defender Service as it is required by Windows for other functions including Windows updates. Again, this is normal.

Re: smart firewall will not re-enable, available options are faded

@peterweb

Thanks for clearing that up so I don't have to waste my time looking into that. I'm thinking it's some kind of conflict with the operating system (windows 8.1 in my case), since my Vista laptop has no problem at all. Weird though that only some are having the problem and not everybody using windows 8.1 or 10.

Kudos0

Re: smart firewall will not re-enable, available options are faded

Info : I tried deleting the last updates I got for Windows before the problems started. I deleted the last couple of updates for Microsoft Windows, but that doesn't help. I don't really feel like deleting the about 40 updates I got for Microsoft Office Enterprise 2007 because of the amount. But are the other people who are having this firewall problem using the Office 2007 version too? If so, then could this be why some systems (those using office 2007) are affected and others are not? If all people using office 2007 are affected then it might be worth trying to uninstall those updates. Everybody let me know?

FYI: Methinks folks removing updates from Microsoft may be shooting themselves in the foot. I doubt if Windows Office has anything at all to do with this and if there is a problem between Windows and Norton there could be some gurus sneaking around behind the scenes trying to get it fixed with updates.

RE: windows defender on Windows 7 ... in Windows 7 you can’t really remove the Windows Defender software because it’s intimately woven into the operating system. At best, you can disable it. To do that, first open Windows Defender by left-clicking on Start and typing Windows Defender into the question box that appears above the Start button. Once there, go to Tools and click on Options (see screenshot below) in the screen it opens.

I found that on my windows 8.1 Windows Defender is turned off. Considering turning it back on if this firewall problem isn't resolved soon.

I was under the impression that Norton will not allow you to run Windows Defender. At least on my Windows 10 (YUK) computer, that's what happens, due to possible conflict.

Re: smart firewall will not re-enable, available options are faded

Bruce, due to the way Microsoft designed Windows 10 the internal security engine cannot be totally disabled. You can have windows not show the tray icon by disabling it from the startup menu, ctrl+alt+del, clicking Task Manager, then go over to the startup tab. Defender itself does keep its firewall enabled on the system for the sake of Windows update functioning. Having 3rd party AV installed disables Defenders "real time" functions so as not to conflict.

If you have a third party AV, such as Norton, Defender is disabled. So nothing to delay.

Defender itself does keep its firewall enabled on the system for the sake of Windows update functioning.

When SoulAsylum mentions the firewall here, he is referring to the Windows Firewall Service that has to remain active. The firewall features themselves are disabled.

Look, I have tried several times to bite my lip and to refrain from correcting you - (mainly because it is possible, and perhaps even likely, that Windows Defender has nothing to do with this issue)..... but my lip is now bleeding .... because it seems you persistently continue to misinform people here.

Contrary to your repeated and incorrect assertions -

1. Windows Defender and each and all of its five services CAN be disabled.

2. Windows update does NOT require Windows Defender, and continues to function perfectly normally without it.

Re: smart firewall will not re-enable, available options are faded

All. Nothing has been posted per se a "fix" being released. They DO sneak things into live updates and allow it to flow to the consumer without an official acknowledgement. IF you are good to go DO NOT follow the instructions I am suggesting below.

Thinking over the issues you are all seeing, for me, on this laptop I use frequently, version 22.12.1.15 installed over version .14. When doing so, ALL the other older version folders were cleaned up with the patch. I've not had any issues with the current version to date. Here is my thought on a possible solution. ***NOTE: Save all your local vault backups BEFORE following the directions I am giving you. Mine are located in my documents folder.

Have a look in the following directory path : C:\Program Files\Norton Security with Backup, look for there being ONLY the two ENGINE and ENGINE 32 subdirectories there for version 22.12.1.15 as in this screenshot:

IF there are a lot of older version folders there remember that directory. Using the R&R tool UNINSTALL ONLY. Once rebooted find the directory again and manually remove all folders present. Reboot your machine. Next log into your Norton account and download the current product from there. Let us know if things work as they should.

Experienced issues with the firewall in this product. Read through the other post about this problem tried the solutions and also had tech go through the remove and re-install program without success. The firewall was still disabled and all related settings were greyed out. Microsoft had an update on Mar 24, 2018 (KB4089848) which didn't show in the section in my Updates And Security settings. I did a manual download from the Microsoft Update cataloque and applied. Rebooted and firewall is now enabled and all related settings appear. It has been working correctly ever since.

Sorry to hear it's not working for you. I can only say I'm running 22.12.1.15 too (Norton Security on windows 8.1, 64-bit) and after 5 or 6 days it's still working fine for me :-S. The last time I reinstalled my Norton I did make sure to delete EVERYTHING, doing a manual search for anything that has anything to do with Norton (including the register) and deleting it all so my pc was free from anything that has to do with Norton. Maybe try that and reinstall? Or try the suggestion made by SoulAsylum?

Re: smart firewall will not re-enable, available options are faded

Hi Snakeyuk011. I totally empathize with your frustration because I had the EXACT same issues. I'm not a Norton 'guru', but I'm very logically minded and know my way around Windows. I firmly believe you can uninstall and re-install Norton 100 times in every way imaginable and you're going to still end up with having your firewall disabled. With me, ALL my administrative settings within the program were greyed out. Unlike previous patches, this particular patch either requires a 'service' to be running, or something that IS running is conflicting. I believe you need to take this approach to finally reach success.
Therefore, you might wish to visit my comment which is roughly 33 above this one, and see if it helps you out. I wish you luck.
