Subscribed to Secure VPN for android, unable to activate it on Windows

ok, i've just subscribed (seperate to my windows norton 360 sub) to android norton vpn for my phone, and tried to open vpn on windows to set it up, or at least view its settings, but i get a message come up to say 'seat is unavailable, i need to remove licence from other device' it then has my phone listed below...
WHY!!!???? i've paid a seperate sub for my android phone and vpn comes free with 360 premium on pc?? any help would be appreciated..
