Supervision level in web house rules -- who gets the warning?

Under Web House Rules and “Supervision Level,” one option is: “Moderate: Give a warning but allow [child] to access the website.”

Give a warning to whom?  The kid or the parent? And what does the warning say?

The warning is to the child. For example if they are accessing a site that contains weapons and you have that category "warned", the child will get a warning first telling them it's a category you have set up to warn about. They can choose then to continue on to the website. They can also send you a custom message from that warn page. You will get an email as a parent of the warned site.
