Toolbar says Safe but full report says Untested

Sometimes my Norton browser (Chrome) toolbar says a site is Safe, but when I click on it to go to the full report it says it is Untested.  Shouldn't it say Untested on the toolbar also?

So now I have to click on Full Report for every site!  I don't trust the toolbar.  :(

The toolbar and the Safe Web Report should be the same. There might be a short time difference to allow for the information to get to the toolbars. It's also a matter of how often the cache from the browser gets cleaned up and refreshed. It could also show as untested during the time of actual testing..

The issue arises because the Norton Toolbar site safety icon serves two purposes:  For tested sites it indicates if any threats have been found.   For untested sites the icon becomes a phishing site indicator.  So even if a site gets a gray question mark on a Google results page, when you actually visit the site the toolbar will show green if the site is not known to be involved with phishing.  You can check this yourself by clicking the icon - you will get a site safety summary for a tested site and a "No phishing detected" dialog for an untested site.

If the site is untested it means safeweb attribute for the URL is not yet set, so safeweb won't return any value for the URL.

But the Antiphishing functionality works on the URL and it performs its analysis and finally it says the page is not fraudulent(or) no phishing detected for the URL, so it says green in the toolbar. As you can see in the safeweb drop down from the toolbar, it only says No phishing detected and gives green for it and nothing is mentioned about the Safe web attribute.

The toolbar says it is safe, but when you click on "Full Safe Web Report" it says UNTESTED.

I don't use Chrome, but the rating I see in my Norton toolbar show the antiphishing report for a site and not the whole site rating of the site. To see the complete Safe Rating for a site, I put the name of the site into Google and get the Safe Web Annotations and even the actual Safe Web report. That's how it works with IE 11. Don't know if Chrome is any different in this respect.
