Toolkit Component error, File is in Norton Utilities Premium folder

I am receiving an intermittent error on Win 10 on my HP laptop. My Win 10 is current. It is "Toolkit Component not responding" and is widely reported when I Google it. When I run Task Manager I have simply been ending the task but it comes back. Last time I looked at file location and it is a file called toolkit.exe. This is stored in my Program Files in the folder for Norton Utilities Premium. The widely reported error has never mentioned Norton that I have seen. Anyone else get this?
