Unable to fix No Connection Error please try later

I have a problem on my Dell laptop running W10 version 2004 and Norton 360.

Norton VPN used to run ok but gives no connection error message try later for about a week now. Following other similar threads I have uninstalled / reinstalled Norton 360 7 times in the past few days using every method suggested in similar posts and I have tried other recommendations such as changing country, turning fast start off etc but the no connection error re occurs every time as soon as I click the turn on VP button. 

I'm not sure whether it is a Norton or a Microsoft problem any help to come up with a fix is very welcome

Everything holding up so far after several reboots so I consider the problem solved.

You say you have reinstalled using every method. Just to clarify, you did use Norton Removal and Reinstall tool using the Advanced > Remove only option?  

And have you also disabled Windows Fast Startup feature? Note that the major Windows updates, ie to 2004, have been known to turn this feature back on if you had turned it off.

Thanks for the fast response, I can confirm I've reinstalled using both the Removal and Reinstall tool (remove only option), and uninstalling using windows app and Norton download website. I've run Norton update several times after reinstalling also. I currently have 360 version 22.20.5.39.

Windows Fast Startup is definitely turned off.

VPN is working fine through my router on my Ipad and Android devices, it's just become a problem with my laptop

Hello Jon. On your internet adapter, disable IPv6, save your changes and reboot. Also, check for the old TAP driver being installed. If it is present remove it before reboot as well. It is no longer needed.

Thanks for the suggestions, the TAP  driver is not listed. I've disabled IPV6 settings but still no connection.

Hi JonJW,

Just a shot in the dark but have you tried temporarily disabling Norton's Firewall (right click Norton Icon in system tray and select Disable Smart Firewall) and testing the VPN?

Turning off Smart Firewall had no effect. I am going try the RnR remove and reinstall process again, but I have a gut feeling the problem rests with the Windows update 2004, I'm reluctant to roll back to  W10 version 1909 but I guess it might be the only way to prove it one way or another.

Jon. Run the removal tool and select advanced options. Perform a remove only and reboot your machine. Once you have restarted run the removal tool a second time. It should just start, not find anything then close on its own. Reboot a second time. I had issues with the VPN before and after the update to Windows 10 2004. Doing this scenario then reinstalling my product from my Norton account, getting the patches and rebooting after each patch whether asked to or not. Then getting remaining updates fixed my issue. Give it a shot. Lets see if anything changes.

Worth a try. I have run RNR and rebooted then run RnR a second time and rebooted again this time the tool did not close down on its own as described. I decide to run the tool a third time this time uninstalling Malwarebytes when prompted (in past attempts I left Malwarebytes installed), I the rebooted again. On start up I ran the Norton 360 download from My Norton, ran live update which downloaded 16 updates, I then rebooted and ran live update again - nothing found to update. I rebooted a final time then tried turning VPN on but unfortunately same message - no connection

I can also recommend running DISM on the system to see if anything is found.

My current build on Windows 10 2004 is shown below. One thing of notice is "Windows Feature Experience Pack". Does your install show this as well? 

Edited: I'm just reading this article from Microsoft concerning an out of band update. Please run Windows update and get the patch. It appears to resolve an issue with starting a VPN for certain installs.

Update: DO NOT install KB4568831 as it is Insider build for BETA CHANNEL. It will show under OPTIONAL updates.

My windows build spec is identical to the one shown above.

DISM comes up with no errors. The optional update listed does nor appear to be installed.

Situation with VPN connection is unchanged.

Reading some other posts the problem can also exist on W10 version 1909 so not a lot of point rolling back from version 2004 as things stand although willing to try this if it resolves the issue. As many others must surely be successfully using the Norton product on W10 ver 2004 anyone any more ideas on how I get things working again?

Jon. Open your Norton UI and go into settings. Select Firewall. Look for the network trust settings as shown below. 

Also do you see anything in your Norton history that suggests Teredo isn't being allowed to connect similar to the below screenshot? If so in the actions area click trust and reboot. Lets see if that changes anything for you.

Click TRUST on that public network entry. Turedo doesn't appear to be being called by the OS.

Out of frustration I have just uninstalled / reinstalled Norton, then run liveupdate again using same method as before and still had connection problem.

I saw in an earlier thread a Symantec help tool mentioned so I ran the NortonSymhelp tool and it showed an error with ccSET_SCS not being installed , my first thoughts were could this have anything to do with my vpn problem? if so how do I load the missing files?

Then without doing anything or adding any files the vpn started working!!! I've just performed a reboot on my laptop and the vpn looks like its working still.

Early days but fingers crossed thing are now back to normal, I'll come back in a few days with an update but for now my thanks to everyone for your time and efforts to help resolve the problem
