Unable to renew subscription

When I click "renew" in the Norton Security app, it brings me to a website written in Japanese.

App as in computer application. The program no longer shows the UI that you included above. Attached is an image of what it looks like now. Additionally, I am redirected to the Japanese site even when logged into my account and on the Norton webpage.

Hmm, expired subscription -> head scratch -> Japanese page? 
Imagine you've cleared browser cookies n' cache?
Imagine you've turned off VPN?
Imagine you've flushed your DNS? 
Imagine you're run machine Restart (not Shut down)? 
Please try -> https://my.norton.com/extspa/account/subscriptions
Maybe, legacy Norton Security is no longer offered. 

Please Contact Norton Support

Note: IMO best practice is to completely remove your expired Norton product.

Activate or renew your Norton subscription
We have two easy ways to activate or renew your subscription. Choose what’s best for you:

Renew your Norton protection›

  1. Open your Norton device security product.

  2. In the Norton product main window, click Renew or Activate Now.

  3. On the Norton products or renewal page, review your purchase, and then click Buy Now or Subscribe Now.

  4. On successful purchase, your subscription gets activated or renewed automatically. Any days remaining on your existing subscription will be added to the new subscription. For example, if you have 30 remaining days and you go for a one-year renewal, you get 395 days of protection with the product.

Um, by "app" do you mean mobile app? 

Please try -> Renew from Classic UI 

Classic UI -> Help -> Help Center -> Subscription Status -> Renew Now
