I can't get past two factor authentication to sign in as it sends a code to an old phone number. How do I get past this to update my phone number?

You would have to have previously setup a secondary method for 2FA such as email, authenticator or backup codes. Without any of those you cannot get into your account.
You can try calling Norton support by phone or chat to see if they can help.
