Has this just started happening, or have you just started using Mobile Unlock?  There is a setting in Mobile Unlock to have an unlock request sent every time your browser is opened. This will send the request even if you have no intention of opening the vault.

If it were me I would:

1/ Change Norton Account password

2/ Turn on 2FA on Norton Account signin 

3/ Change Vault Password

4/ Eliminate Mobile Unlock

Then after awhile go back and turn on Mobile Unlock.
