Please turn off Norton Secure VPN.
Please Sign Out all Norton.  
Please run Norton LiveUpdate + Restart (not Shut down) machine. 
Please confirm Windows Fast Startup is off.
Please allow all Norton pages content that may be blocked by browser extensions &or Edge built-in features. 
Please disable Edge built-in password manager. 
Please go to 'edge://settings/system' and turn off/disable all switches -> cycle Edge -> test Unlock vault from Norton Password Manager extension.  

Um, for Edge are you running NPM extension from Microsoft store or from Chrome store? 

Can you Sign In at the Norton Password Manager website [here] (upper right on page) to your Norton account + enter vault password...to see your Norton Password Manager vault credentials.

Note: access to online vault from Norton Password Manager website is not integrated into any browser. 
For integrated browser access you'll need Norton Password Manager browser extension installed. 
You may Copy/Paste from Norton Password Manager website.

Here is how I fixed this using Edge and Windows 10. In Microsoft Edge at the top right of the screen click the three dots "..." then from the dropdown click "Extensions." From the Extensions drop down you should see "Norton Password Manager" Below this at the bottom of the list click "Manage Extensions" You should see Norton Password Manager in the list. Click Remove and then once it is removed, click Get. Now go back and try to relaunch Password Manager and it should work.

while several people offered solutions, yours was the only one i could follow from beginning to end and it worked perfectly. thank you very much for your assistance.

i am by no means saying the other people who offered solutions didnt give me proper instructions or easy to follow instructions, yours just happened to be the one that i understood and was able to follow.
