I just tried also on Opera & Safari with the same results. Link is on for less then a second, then disappears along with the the TAB.

The Norton Password Manager Vault? Are you using it with Safe Web Plus?

Safe Web plus should work with Safari
Have you given permission for Safe Web Plus in Full disk access? Have you given permission for Chrome and Opera?
On macOS Mojave, Catalina, Big Sur, and Monterey:
- Click the Apple logo > System Preferences > Security & Privacy.
- Click the Privacy tab.
- In the left pane, scroll down and then click Full Disk Access.
- Click the lock icon so you can make changes on your Mac.
Have you tried getting the NPWM extension for chrome from search.norton.com/protect ?
I don't use Opera so can't help there
