VPN blocking all internet sites IT'S BROKEN!

Today, Norton Secure VPN is not permitting access to any website I've checked including major media websites. If I turn VPN off, everything is fine. Turn VPN on and web is blocked in a minute or two. The browser tells me the website is active but not responding. YES, EVEN NORTON'S OWN SITE 

"Hmmm… can't reach this page

VPN is BROKEN!!

Yeah, I know how it works. This was no help. Interestingly. If you turn VPN on in My Norton (where AV and other stuff is) it doesn't show as on in the Norton Secure VPN tray icon. If you turn VPN on in the Norton Secure VPN icon it doesn't show as on in My Norton. If you then go to My Norton and Turn On VPN, the two will fight each other, alternately turning it from On to Off and Off to On. REALLY POORLY CODED!!!!

I was testing my Norton 360 Secure VPN, for you.
I was sharing my Norton 360 Secure VPN works, for me.  Windows PC.
My Norton 360 Secure VPN....does not have a tray icon.

I've been using Norton Secure VPN for years without issue. Recently an issue with LifeLock had me in contact with Norton because I had LifeLock long before it became part of Norton. During the call, the person assisting noted the would be savings by bundling everything under one login account. My old Norton account was killed off and merged with the Norton LifeLock account in 360. It may be the standalone Norton Secure VPN and Norton 360 Secure VPN are different products and don't play well together. I would have thought the product(s) could resolve their differences peacefully, but that's not the case. I tried terminating the independently running version of Norton Secure VPN and when I turned Secure VPN on in Norton Security it relaunched the separate icon/software Norton Secure VPN, which shows status OFF, yet Norton Security shows Secure VPN as ON.

And in it's current state, even with Norton Secure VPN OFF and Norton Security showing Secure VPN ON, I cannot get to any website. I have to switch the VPN to OFF.

Hmm, did you have Norton Secure VPN stand-alone on board when Norton 360 was installed?
Maybe, clean install Norton 360 after clean remove Norton Secure VPN stand-alone.

Maybe, thru your Device Manager or Network Connections.  You can kill Norton Secure VPN stand-alone.

I can run 3rd party VPN On with Norton 360 Secure VPN Off.  
I can run Norton Secure VPN On with 3rd party VPN Off.

I don't know if you can run Norton Secure VPN stand-alone with Norton 360 Secure VPN.  

I've not tried to run 3rd party VPN On with Norton 360 Secure VPN On.

It sound like there is conflict between the stand-alone VPN and the bundled version included with Norton 360.  I suspect you will have to choose which to keep installed, but not both.
