VPN Turns on automatically for secure home network

VPN Turns on automatically for secure home network.
Auto Connect is OFF
Auto VPN is ON with both options ON.
Network is trusted.
Win 11
Version 22.22.11.12

I tried all the suggestions on this thread which was closed with no solution:

I have the same question2Stats

Secure VPN doesn't turn on automatically when it's connected to unsecured network
VPN dropping and losing connection or other websites cannot connect. Absolute joke as I have to turn the VPN of to connect to home region websites and it seems there are a lot of people suffering this.
