watching overseas channels/Italy

I was always able to watch overseas television in Italy even before I had the Norton VPN. Now I get a window that says the
"THEOplayer is blocked" or something like that and then is says  "if this continues contact your internet service provider".

I have tried with no VPN on, and with the VPN set to the Italy region and the same announcement comes up.

On whose end is the THEOplayer? RAI is the television provider in Italy and they have many stations. Before this happened some were available and some were not but I can't get anything now. 

Do you know why I can't get it even with the VPN set to Italian region and where does the problem lie? When I googled all of this it said I shouldl be able to view with a VPN set as I described.

 Many web sites block access from known VPN IP addresses for copyright, legal, and political reasons. If your viewer is accessing one of these sites, it could be getting blocked when the VPN is active. There is nothing a VPN provider can or should do to bypass a site owners legal right to protect their content.

If you are able to view RAI without the VPN, that is what you need to do.

I meant to say that the window said there is an error, not that it is blocked. So are you saying to recap, there is no way for me to watch RAI tv. but sometimes I can.

What is split tunneling? What does it do and does it pertain to my situation.

When all is said and done, is the upshot that I cannot watch RAI TV, to make it simple. They are incompetent in Italy and it is possible to watch it.  Depending which station or program or channel is clicked on sometimes one can see it..

I'm confused.

Also, could you please tell me how I find a post if I have already sent to you if I need to provide more or better information. I tried to do that but have no idea how to find my inquiries on your site.

Sorry, I'm not familiar with THEOplayer nor RaiPlay Rai TV

I misspoke when I was it was blocked. It said there was an error which is different.

I think we've covered it all. I will either get through or I won't.

I was thinking "watching overseas channels/Italy" needed Italy IP.   
I was thinking RaiPlayer Rai TV outside Italy was geo-restricted.
