Why does anti-spam require a "name" with an email address?

First, marking an email as SPAM in Norton AntiSpam should add that email address to the "blocked" list.  It doesn't.  Second, I should be able to add an email address without a name to the "blocked" list.  Why?  Because certain political spammers change the "name" on the email to be a short headline with each spam mailing, but the email address is the same.  But checking BOTH is a stupid approach - it should key on the email address alone for this exact reason.  Or am I missing something?  Right now, AntiSpam is useless for me in Outlook because of this (and Outlook appears to have the same non-logic involved in their "junk" blocker.)  Someone straighten me out please!
