Why does norton VPN throttle download speeds severely.

I have a Gigabit network, normal torrent download speeds are around 10-20 Mbps. depending on the torrent, with the VPN active, that drops to 0-100kbps no matter what torrent. Is there a workaround for getting better download speeds? I should add that all downloads are slowed by the VPN, but torrents are not even doable with it on.    

Norton 360 with LifeLock/Win. 10

Certain regions within the VPN server network will have servers that best handle torrents. Other regions will place torrents low on their priority list and so be much slower.

Keep trying different regions within the VPN to see which works best and which ones are torrent optimized.
