Why I need to update Windows Defender Firewall

As The Windows Defender Firewall was manged by the Vendor Application Norton, so it was turned off.
But The Norton kept asking me to update manually to the Latest Windows Defender version and I was confused.
Can anybody help to explain why this happened. What will happen and I do not process the update, I am using a Dell laptop.
