why no two stop verification for password manager?
We can always export our passwords for safe keeping with cvs file.
I think two step, if desired, would be a more secure method....obviously

You can enable two step verification on your Norton Account, so before logging in to your Norton Password Manager you would get a two step prompt. Here's a link to set it up: https://support.norton.com/sp/en/us/home/current/solutions/v100023155
