Windows 10 Says Norton Security is off

Windows 10 Security & Maintenance says that “Windows Defender and Antivirus and Norton Security are both turned off” and “Windows Firewall is turned off or setup incorrectly”. As shown in the following screen capture:

When I open the Windows Defender settings window, it opens briefly and then closes and I get the following error:

NIS has a green check and I'm current on all NIS updates.

I have turned off Windows Fast Start.

I've run Norton remove and reinstall.

Before removing, I was running 22.10.0.83. After R&R, I'm running 22.9.4.8

I have 2 other similarly configured computers running Norton without any problems.

After each reboot, I get the following error:
"The Windows Security Center Service was unable to establish event queries with WMI to monitor third party AntiVirus, AntiSpyware and Firewall."

The Windows Defender settings window stays open for a few minutes after I reboot, but then I get a message in Action Center that says Windows firewall is turned off.

For the Action center question.  You seem to be having difficulty with the Windows security health features. There may be some issue with your Windows installation.  Click on Start and type CMD in the search box. Right click on cmd.exe and click on Run as Administrator. Type 'sfc /scannow' without the quotes. This will check your Windows installation and try to correct any errors it finds.

I'm OK with the version number ... just wanted to add the detail in case it mattered to help solve the problem.

I ran "sfc /scannow" and 

dism /online /cleanup-image /scanhealth

and both came out clean.

I find it curious that I don't generate the errors immediately after reboot. It isn't until a few minutes after booting that they occur.

There could be something with Norton that may be delayed a little. Try going into Norton Settings - Administrative Settings. Look for Boot Time Protection and set that to Normal or Aggressive. This will load all of Norton's protection earlier in the boot process.

I've tried setting Boot Time Protection to both Normal and Aggressive with the same result.

When I completely uninstall NIS, Defender functions properly. When I reinstall NIS, Defender malfunctions.

When you install Norton, Windows Defender is disabled. This is normal as you should not be running two AV products with real time scanning at the same time. It causes conflicts and may actually reduce your protection.

Did you see any change after the reinstall of Norton?

If I uninstall Norton, Defender works fine. When I reinstall Norton, the Defender setting window won't stay open and I get the errors in the event log I referenced above.

What version of Windows are you using?

Do you have the Creators Update installed? If you do, and you commented Fast Startup was disabled, you should check again. The Creators Update will turn Fast Startup on again.

Are you using Insider versions? These are not officially supported by Norton.

Do you, or did you, have any other security products installed?

Using Windows 10 Home Version 10.0.15063 Build 15063

Confirmed Fast Startup is disabled

Never installed an Insider version

The only other security product I have ever used (and currently have installed) is Malwarebytes Anti-exploit free version 1.09.1.1410.

My other 2 computers are similarly configured and work fine.

    What do you mean by Defender malfunctions? It should not be working at all if you have a 3rd party AV product installed.

    If you refer to the image in your first post, what happens if you click on View Anti Virus Options? Does Norton then show as being on? 

    As you say the Norton icon in the system tray shows the green check, this is a problem with how Windows is reporting the protection. Your Norton is protecting you.

    You did the Norton Remove and reinstall already. You could try once more but by just using the remove option. Then install your product again from your Norton Account. This may be able to clear this problem. See instructions at   www.norton.com/nrt

     I get this window. When I click on "Turn on" it does nothing.

    Did you click on Turn on and update Norton Security??  As I said, if you have Norton or any other third party AV installed, Defender will not turn on. So you do not need the Defender settings window.

    Looks like windows 10 has corrupted itself in a way it cannot detect/repair, time for a clean install of windows. (or if your computer came with windows 7 or 8.x maybe go back to that, or consider going to Linux)

    I uninstalled Norton and ran with Defender for several days and Defender runs normally without Norton.

    Curiously I still got the following errors without Norton:

    • SecurityCenter, Event ID 3, “The Windows Security Center Service was unable to establish event queries with WMI to monitor third party AntiVirus, AntiSpyware and Firewall.” every time I rebooted.
    • SecurityCenter, Event ID 16, “Error while updating Windows Defender status to SECURITY_PRODUCT_STATE_ON.” periodically.

    I just finished reinstalling Norton and I still have the same errors as before:

    • The Defender settings window won’t stay open
    • I get the “Faulting application name: SecHealthUI.exe, version: 10.0.15063.483, time stamp: 0x595f274a” error after trying to open the Defender settings window
    • The 2 errors I referenced above

    At this point, I can’t think of anything else to try except performing a Windows Reset.

    Since Norton and Windows seem to be functioning mostly normal (except for what I mentioned above), I will wait until later to do a reset.

    I anyone has any more suggestions, I'm open.

    Perhaps we could get to the bottom of what caused this, rather than just fixing it for now and waiting for it to break again. Let me know if you want to do more checking.

    I pretty much reached the end of my knowledge. If anyone can help, I'll be happy to continue troubleshooting. 

    I will be away from this computer for the next week, so my troubleshooting will be limited.

    Once installed, run the program(GSmartControl) and double click on your hard drive. Hit refresh at least once and hit save as. Attach the (saved) log here.

    There is a way to get additional detail from the log, but it is nowhere near as easy as this (This still might be hard, ask if you get stuck).

    I guess procrastination pays off sometime! 

    The Windows 10 Fall Creator's Update must have updated replaced the components causing me issues.

    All has been running without issue since I updated.
