Your email message was unable to be sent

Users in my office on the same Norton subscription keep getting the error message: Your email message was unable to be sent because the connection to your mail server was interrupted. We have switched off 'scan outgoing emails' (which keeps resetting itself) but one user doesn't even have those settings and still gets the error. Any ideas?
