Norton identifies ANY software written by Delphi as a virus? I don't believe it

Recently I purchased a software package and was unable to download it. Norton didn't trust it as it was coming from a site which had an alleged downloader virus on it. Norton named the specific offending file..

(free-software-foreverDOTcom/48hour/whois.exe)

The site's spokespersom claims that Norton identifies ANY software written by Delphi as a virus, because Delphi uses an advanced PE header design in the binary.. That's over my head, but I don't believe it.

What's the truth here?

free_problems,

The spokesperson was speaking the facts to you.  This issue is known and listed in the Hot Issues and Hot Fixes link at the top of the board.  If you turn OFF SONAR you should be able to download the software and install it.  You may also have to exclude the software from Auto-Protect and SONAR scanning (there is an exclusion list for just that purpose in NIS2010).
