Restore local vault in Password Manager

Despite the fact that backups are manual, the local vault was better than the cloud vault. Give power users a way to get this functionality back (you still support it if it was once supported in a continuously-maintained subscription).

Personally, I've given up hope of ever seeing a Norton local vault ever again.
