My public IP changes with Norton Secure VPN enabled

When I turn on VPN my Public IP address changes to "Amazon.com in Portland Oregon" (15.181.16.###).  The IP address can vary between Blacklisted to not Blacklisted.  This happens on only one computer.  I have reinstalled Norton 360, but the problem continues.  What parameter should I look to tweak for a solution?

Windows 10, fully patched

Thank you for a clear and complete explanation.  My e-mail was getting clobbered due to some IPs being blacklisted.  I will try 'Split Tunnelling' for Outlook to see if that will resolve the problem of the IMAP closing.  This makes perfect sense.

Norton does not own all the servers it uses to provide the VPN service. This can be the same for other VPN providers. What they do is rent server space from larger data centers around the world to provide their services. 

The server you get connected to is randomly selected from available servers for the VPN region you have selected. There is no setting to change, except maybe what VPN region you want to appear to be in.

If your comment on being blacklisted means some sites don't allow you access, many web sites do not allow access from known VPN IP addresses. They do this for copyright, legal, security, and political reasons. There is nothing a VPN provider can or should do to circumvent these legal protections. So your experience with a given VPN connection can again be random depending on which server you have connected to.
