VPN makes computer throughput slow to a crawl

After running very well for months on my laptop with speed tests running over 100Mbps, I can now only get 1 - 10Mbps download and 2-3Mbps upload maximum! I can turn VPN off and my speeds jump back to my normal 120Mbps download and 20Mbps upload speeds. 

I spoke with Norton tech support who accessed my computer, ran some tests and did something in command mode and then had me reboot the computer. I then tested with VPN off and got my high speeds however, when I turned VPN on it immediately went back to the slow speeds. I preformed the test again with the same results to show her that the problem was still there.

After a few mins of my asking to be escalated to next tier support I was told that since "other products speed up the computer but Norton VPN is to protect my computer", I need to wait 15 minutes after starting the VPN before it will "have a chance to build its routes" to allow speeds to return to normal.

I almost spit my coffee all over my computer upon hearing this explanation and wasn't sure where to go or what to do with this absurd solution but figured what the heck. I hung up with tech support and waited 15 minutes (actually 2 hours while I went to dinner) and came back to run my VPN off/on speed test and of course it was the same pathetic slow speeds.

Is the solution to have tech support remove the embedded VPN software from my PC and find another product or can someone in tech support actually repair this issue?

I am running on a new Dell XPS laptop with Windows 11 with all upgrades/updates using Xfinity as my ISP with their Gig Router which connects to my POE switch to a secondary wireless mesh network using an AmpliFi router system. This configuration has been working great until last weekend when all of the sudden network throughput dropped off to all but nothing.

I would appreciate a solution.
