Can you clarify what instructions you are following for the iOS devices? There is no way to enter a product key into mobile devices.
I believe you need to allow the old subscription to expire. Then you should be able to sign into your Norton Account and it will pick up the new subscription.

If you are using the same email to try to install on multiple devices, that could be your problem. Each email is only good for installing on one device. You need to send separate email invites for each device.

You can still sent the invitation to the same address multiple times. Just be sure you only install one time from each email. Be sure you delete it after installation so there is no confusion.

There is no Norton Removal and Reinstall Tool for mobile devices.
As I suggested above, I think that you will have to wait until your subscription expires and see what message you might see. Then sign into your Norton Account again and it should pick up the new subscription.

If the left side is what you are currently seeing on your phone, it shows your subscription is active, so that device is protected. If you tap on the three dots to the right of My Account, does it show the email address used for your Norton Account? If so, it still looks like your 360 has picked up the new subscription.
Where are you seeing Expired? If you are seeing it on the Devices page of your Norton Account, that is notorious for being incorrect. Maybe what you need to do is look at those 'Expired' entries and delete them from that Devices page. That may force the iOS versions to have you sign into your account again to activate on the new subscription.
From the image here of your Norton Account Subscriptions, tap on Manage Licenses to see a list that will always be correct.
I cannot explain why the centre section of your image is showing 2 activations and your device is showing 6. Maybe after you delete the 'Expired' entries, the new ones will get updated.
