Since version 126.96.36.199 there's been a bug that won't let any blocked IP under "settings" -> "firewall" -> "traffic rules" -> "<select the rule to be modified>" -> "computers" -> "<Select IP>" -> "remove" (Falls over at the "<Select IP>" position, it just jumps back to the top of the list).
You can delete the entire rule, but that's not much help when you have a heap of IP's to re-enter.
This is NOT a new feature request, it's a request to fix a broken portion of Norton's. This problem was brought to Norton's attention over two months ago without a resolution.
