Why can't I speak to a human @ norton? I have a billing concern

If this is your first renewal, the price you got for the first year is a 'promotional' price for new customers. The renewal price is the current 'regular' price. Just like many other subscription services a new customer gets a discount to sign up and then pays the regular price after the initial period. At least Norton allows you to purchase a new subscription from another retailer at a better price and use that new subscription to save $$$.
