Email address not added to my Blocked List when I flag it as spam

I am using Windows 10 and MS Outlook in MS Office 365 version 1708.
My setting for "Add senders of email reclassified as Spam to Blocked List" is set to "Always".
I keep getting emails from nicole.piscopo@patriotconsulting.com. This email address is not added to my Blocked List when I flag it as spam. Why not. This functionality works with most emails that I reclassify as spam.
This email address is not in my Address Book Exclusions, my Allowed List nor my outlook contacts.
I have now manually added this email address to my Blocked List but I would like to know if there is anything that I am doing wrong that has kept the standard functionality from working on this email address.
