Norton Security is blocking all internet traffic

I was using Norton 360 when all IP traffic was blocked after a LiveUpdate. I can't access any web sites using either Chrome or Edge. I'm not even able to access my router's admin page. Attempting to ping my router from the command prompt gives a General Failure error. Oddly enough LiveUpdate still works. All other devices on the network have no problems. Disabling Smart Firewall does not fix the problem, nor does resetting it. Networking returns to normal if I remove the Norton product. 

My searching for a solution showed that Norton 360 was an old product. As I only have 6 weeks left on my subscription I cancelled my auto-renewal and bought Norton Security. Same problem, which doesn't surprise me as there appears to be no difference between the 2 products. Everything in the above paragraph still apples with Norton Security.

All uninstalls of both products during this process have been performed using the removal tool, with installations using the apps installers, not the removal and reinstallation tool. I have turned off Windows Fast Startup.

I have had this happen on this computer once before, over a year ago, and was only able to resolve it by reformatting and starting again. I don't want to go down that path again as its too time consuming, I'm not well and don't have the energy for that. Any advice to fix this issue is greatly appreciated.

Try checking your Windows installation. Click on Start and type CMD in the search box. Right click on cmd.exe and click on Run as Administrator. Type 'sfc /scannow' without the quotes. This will check your Windows installation and try to correct any errors it finds.
 

One other thought. Have you recently gotten the Windows 1809 update? If so, it probably turned your Fast Startup back on again. Might be worth checking.

It is not just Norton products that can be affected. If you use Windows 8/8.1 or 10, there can be an issue with the Windows Fast Startup feature.. See more information here.

When attempting to solve my port 5900 problem the Norton support person ran a program that seems to have not just uninstalled Norton Security, but also deleted files and folders pertaining to Norton.   He then reinstalled Norton Security and everything worked for about ten minutes before the problem returned.

My recommendation:  Don't just uninstall and reinstall, but after the uninstall search for any files and directories that may have been left behind and delete them.  First do a complete backup incase you delete too much :-)

Gave it a shot. Uninstalled from the control panel. Reboot. Had internet access at this point. Ran the removal tool. Reboot. Deleted all remaining files, folders and registry entries that had anything to do with Norton. Reboot. Installed Norton Security. Reboot. No internet access again.

Any other security products installed on your system?  This sort of issue is frequently the result of conflicts between security programs.

None. It came pre-installed with a McAfee trial which has been uninstalled. I used the removal tool. I even downloaded it again and ran it 2 days ago just in case. This computer has been operating fine for over a year. If McAfee was going to cause a problem it would have happened before now.

Trafdio. You are on version 1803 if I am correct. This last OS update which is discussed here doesn't seem to be the cause of the issue you are seeing. You COULD uninstall that update, reboot and run the R&R tool from Norton. DO NOT remove Norton from the control panel, run the removal tool and perform a "remove only". Reboot your system and check for connectivity. Don't forget to have fast startup disable before reinstalling your product and have rebooted for it to take effect. You can then log into your Norton account again and get your product directly from there. Install, run live update until no more are present and reboot. Run live update a second time. Then let us know if your connectivity issue persists. If not the MS update will be causing the issue vice Norton. Please let us know how things go.

Sorry, haven't been well so spent the last week on the couch binge watching Netflix. The update you linked to does not appear in my list of installed updates. I have uninstalled Norton using the RnR tool and rebooted. As in the past, with Norton uninstalled I have internet access again. I'm using the opportunity to download the latest batch of updates. I'll install Norton again after that's done and let you know if that kills my internet access again.

Update: There ARE indeed reports the January monthly update is causing issues that you are seeing both on Edge and Chrome. You may want to uninstall those update then reboot to see if your issue persists.

This article limits the problem to Edge. My problem was all IP traffic except LiveUpdate. I couldn't even ping. I have had to resort to a reformat and reinstall.

There was a specific update that killed the ethernet driver on certain installs. Thus the reasoning for the Microsoft updates as possibly being an issue. Sorry hearing you had to resort to a clean install to rectify the issue. Have a good weekend.
