I withdrew my small $6 dollars and some change to Coinbase today. They charged me $ 4+ dollars to do this which was like 75% of my mining. I made a total of $ 2 dollars and some change after everything. My electric cost to mine what I had was about $ 10. I believe this is a "CON" between one or both companies in agreement to make money from all of us. 

I wish those who continue good luck because I think you will come to regret using this program. I am now trying to find a way to take it off. Take care all.

$4 is outrageous. I assume there must be some minimum transfer fee that applies based on a percentage fee?

Coinbase fee structure is the issue here. Norton should have already taken their 15% fee before your transfer to the wallet. 15% is not something I could stomach even if Norton were to support my GPU's and I could mine. 5% would be a more palatable agreement nevertheless. Reading the article below shows how non-profitable Coinbase can be.

Coinbase is for large business moving charge amounts of money (crypto) not chump change. Coinbase states this and I guess Coinbase Pro is for normal to high lv players.
