When I try to access Norton AntiTrack, I receive a message saying We've encountered an error.

When I try to access Norton AntiTrack, I receive a message saying "We've encountered an error.  We apologize for the inconvenience.  Reference ID:0  How do I fix this ?  When I click on "How do I fix this? I'm taken to a page that appears at first to tell me how to fix it, but it says that I need to complete the setting up of AntiTrack and to do this I should Open Norton AntiTrack and then, on the Norton AntiTrack window, click "manage browser".  However, when I open AntiTrack all I see is the page notifying me of the error and nowhere to "click on 'manage browser'".  Am I missing something, and how can I get into the system to finish setting up AntiTrack?

Seems like a few posts already about this.... Try to remove all extensions, then re-install with a reboot in between: https://support.norton.com/sp/en/us/home/current/solutions/v138585731 Which browser are you using? Also, make sure you open the .exe file with Run as Administrator, I've noticed it makes a difference.
