Norton Safe Web will not work when launching Chrome with proxy

Hi,

I am using Norton 360 Deluxe. For Chrome, I install the Norton Safe Web extension. 

Because I am in China, I create a local socket 5 server so that I can use it to connect to Google.com. Then write a batch file with the following command:

"C:\Program Files (x86)\Google\Chrome\Application\chrome.exe" --proxy-server="socks5://127.0.0.1:12345"

So that each time when I execute the batch file, the Chrome will start and use the proxy server automatically. This works in the past. However, after installing Norton Safe Web extension, the Chrome will not connect to Google.com and other sites any more. 

How to fix this issue? Currently, I have to disable the extension so that I can continue connecting to Google.com.

Currently I have do to as follows:

1. Disable the extension.

2.Start Chrome with proxy.

3. Enable the extension.

But that is not convenient.
