Cannot sign into Norton Account

I am trying to sign into my Norton account to get access to my products and get activation numbers. Even though it shows the sign in page, when I click sign in, it immediately goes back to the 'welcome' page. Some welcome!!! Any suggestions as to whom to contact to fix this will be greatly appreciated. This is so aggravating. Yesterday I lost my Anti-spam toolbar. It appeared late in the day and today it's gone again. If I can't get into my account to access support, then how in the world can I begin to fix things? Grrrrrr.

Browser is Chrome, OS WIN 11 (just purchased 

btw ~ Sign In from Chrome v103.0.5060.134 ... okay, for me.
W10 Home 21H2 (19044.1826)

Note:
Please remove any trial security solutions before installing Norton. 
Please fully update and get some familiarity with new W11 machine before installing Norton. 

Please confirm Windows Fast Startup is off. W10 [here] W11 [here]

What browser?  Windows PC? 

Please allow all Norton pages content. 
Please try with Norton Secure VPN off.

Hi Bjm,
Browser is Chrome, computer is Dell AIO, OS WIN 11 (just purchased as old one bit the dust). 
This just did an update of some kind (only way I know is because I turned the computer off, and it turned itself back on by itself to do an update - some of the things in Win 11 are more of an annoyance than a convenience.  I'll try again when this stops updating itself. Seems to be SOP with new computers. I'll check back in after awhile and see if it's working again.

Hi Bjm, 
 Once again, you have saved my bacon with appropriate suggestions. I checked everything you suggested, then restarted my computer (for the umpteenth time today) and I was able to sign into my Norton account and get the code for Norton Utilities. Not only that, but my Norton Anti-Spam toolbar is back in Outlook. Sometimes computers drive me crazy! This new one is smarter than I am for sure.  Eventually, we will become friends and Abigayle (yes, I name my computers) will be as familiar to me as Crabby Abby was. LOL!
