Just because you made some contact to let Norton and Google aware that your ISP does not support VPNs, that would not have been any reason for Google or Norton cancelling your VPN subscription. You would still be able to use the VPN when away from your home network, which is really where you need this service.
Also, you say you have other Norton products installed. If you have 360 Android installed, you do not need the standalone Norton Secure VPN app. Just use the VPN feature in 360.
Did you purchase the VPN subscription directly from Norton or from the Google Play Store? Norton has a 60 day refund policy, so you should still be able to get a refund.
