Norton Smart Scan is Missing

I have Norton installed on 3 PCs, but one of them does not have the "Run Smart Scan" button when I bring up the My Norton page from the taskbar. It's a new PC, so I'm stumped why the button would not show up.
(I believe now part of the reason is because the PC came preinstalled with a different version of Norton.)
I tried several times to "Remove and Reinstall", and it didn't work. Finally I found a solution that worked.
1) Make sure you have a good internet connection.
Make sure your Windows is up to date.
Make sure your Norton is up to date.
2) Download the Norton Remove and Reinstall tool

3) [Optional] Disable your internet connection (e.g. Ethernet, WiFi)
4) Start the Norton Remove and Reinstall tool
Select Advanced Options
Select "Remove Only"
5) After Norton has been removed, restart the PC
6) Re-enable your internet connections (if you disabled them previously)

Run Norton Utilities Premium
do a standard file cleanup and remove files
if you don't have Norton Utilities Premium
clean up the files yourself

8) Log into Norton and download your Norton 360 again.
Reinstall
9) Perform LiveUpdate
Norton Smart Scan should show up, or maybe after a reboot.

One more thing to try if the Smart Scan button is still missing in Windows 10/11.
1) Turn off Fast Startup (in case Norton wasn't completely updated)
Turn on Hibernate in Power Options
Settings "Hardware & Sound" - Power Options
On the left panel, select "Choose what the power buttons do"
Select "Change settings that are currently unavailable"
Under Shutdown settings
Enable "Hibernate"
Disable "Turn on fast startup (recommended)"
2) Try removing and reinstalling Norton again.
Note: You can re-enable "fast startup" after the Smart Scan problem is fixed
