Password Manager faults on Edge load

When I start Edge, one tab opens to my home screen. Then, a second tab opens showing a split screen; (1) asking me to log in to my Norton account in order to access my vault and (2) asking me to set up mobile log in. If I select (1), then I am taken to a login screen for my Norton account. After login, I get the normal prompt asking for my vault password. Enter than and the second tab disappears. However, why do I have to sign into my account in order to access the vault? If I do not sign into my account, a popup appears along with an annoying beeping saying there was an error with Edge. As for split screen (2), I can't do anything with that as there is a spinning circle that won't activate. The solution I take is to kill the second tab when it pops up.  But, there is no Icon on the top bar for me to click and open my vault. I have to open my extensions menu and select password manager to open my vault.

Found a solution to the problem. In Edge settings, select the "Edge Bar" and click the "Automatically open Edge bar when the computer starts" to Off. Problem no longer pops up.

FWIW~

When I cycle Edge.....my vault is locked...but, I am Sign'd in   

Maybe, try turning off Startup boost & turn off Continue running background extensions and apps when Microsoft Edge is closed

Maybe, turn off Optimize Performance

Maybe, you have an Edge extension or Edge setting/feature blocking Norton pages content.  
Maybe, turn off VPN.
