I turn my internet ON/OFF all the time and my VPN will not come on automatically?

I turn my internet ON/OFF all the time and my VPN will not come on automatically even though I have Auto-Connect and Auto VPN turned on?

When I first start my desktop it works when I tether my android phone to my desktop to access Google Chrome internet but when I turn off my tether and turn it back on the VPN will not come on automatically so I have to open My Norton and manually turn on VPN even thought it's turned to auto?  When this was a trial version it worked just fine.  

Anyone know if I'm missing a setting or will I have to try another antivirus?

in Denmark they has problem whit the vpn maybe ther is in more countries

The auto VPN connects when a compromised or unsecure network is detected. The Auto Connect starts the VPN after a system restart, or after coming out of sleep or hibernate. Neither setting is noted to turn on the VPN when you are manually turning on/off the internet connection.

I dont know what hibernate is but when I Log Off and Log On again it still needs a manual click to open the web browser?  I would think when I open the web browser it would connect or is being on Google Chrome not considered a compromised or unsecured network is detected?

Norton wont even let me open a single web site till I turn the VPN on so if I cant figure it out I will have to look for other antivirus since I turn my tether on/off up to 20-30 times a day to save on my 30G plan, one thing that sucks living in the country, no high speed internet.

Opening a browser just connects to an existing connection started on your PC or mobile device. It does not start a connection.

Unless you are restarting or shutting down your computer and starting it up again, just logging off and back on is not the same as a restart. So that would not toggle your connection to start the VPN automatically.

Do you have to enter a password when you start the tethered internet connection from your phone?

Try turning off the Kill Switch VPN setting to see if that helps.

Sorry for the late response.  I do not have to enter a password.  I just have to turn on VPN everytime.
