How do I disable or deactivate Dark Web Monitoring in Norton 360 Deluxe?
I don't want it even monitoring my Primary Email address

I also wanted to disable Dark Web Monitoring but have come to the conclusion that you must at least have them monitor your e-mail address.
Maybe somebody else can chime in with some solution but I believe the answer is no.

disable Dark Web Monitoring you just disable all the point in the dark web then it is disable thats how it is working i think the email is a good thing to has enable

The Dark Web Monitoring feature cannot be disabled. All you can do is ignore the feature and never click on the button to access the information.
