Norton VPN blocking images shared on WhatsApp

Hi My son can't access images or videos sent to him by friends on WhatsApp. He is on an iPhone 8 with Norton vpn installed. Says can't download and to turn off vpn or change wifi Network. How do I solve this? Thanks

Many web sites do not allow access from known VPN IP addresses. They do this for copyright, legal, security, and political reasons. Having said that, is he using the VPN feature in Norton 360 iOS, or the standalone Norton Secure VPN? With either product you can disable the VPN from within the app. Be sure he is not trying to control the VPN from the iOS Settings.
