So I ran Norton Clean on my phone, and it permanently deleted extremely important files I needed. I have exhausted all efforts of trying to locate the files in all clouds, back ups, and anywhere else. How can I reverse what Norton removed?

It is always advisable to check what Norton Clean wants to delete before continuing.
What kinds of files were deleted?
There is no way to reverse the deletions using Norton Clean. You will have to search for Android data recovery apps.

PDFs. Some how these files weren't even backed up. I can see the data in Norton's report cart. I don't understand why I can't reverse it.

The files not being backed up is not a Norton issue. There is no backup feature in 360 for Android devices.
Are you saying you can see the individual files in the Report Card? Or just the different file categories of removed files? That is all I see.
So you are still going to have to search for a file recovery app to recover these files.
