If you mean that Norton removes viruses and other threats when you put your removable media in, then the answer is yes, it blocks those threats and removes from the drives.

No, Norton does not block these collectively. Norton's Auto Protect feature scans every file and process as it loads in and out of memory, so the reasoning is that there is no need to block these (so the use can scan the media first) as Norton will do that automatically (scan the files that are accessed / loaded).
If you don't want to autorun any application from your removable media (CD, DVD, pendrive, etc.) I would suggest to turn this feature off in Window's Control Panel.
