Where are you seeing this information?

Memory does get higher usage % as new apps are opened and closed. Poorly coded apps may not release the memory correctly, and it will be shown as used memory. Opening multiple browser tabs in Chrome adds a lot to the memory usage on my system.

The % is obviously going to be related to your installed memory. 

A system restart should free up the memory. Be sure you are using the Restart command. Not Shutdown and startup again if you have Windows Fast Startup feature enabled. If you use Windows 8/8.1, 10 or 11, there can be an issue with the Windows Fast Startup feature.. See more information here.

This is a Norton Utilities advertising pop-up that is based on false information.  It looks like the Tune Up component of Norton 360 is erroneously alerting to a low memory situation when the computer has plenty of memory available.  You can see this in Norton History when you select to show Tune Up events.  This is triggering the Norton Utilities pop-up to appear.  This has been discussed in this tread and has been reported to Norton.  You can disregard the alert and check the actual memory status in Windows Task Manager.
