Time supervision runs at night

The parental time supervision runs on the phone even when it is off.  The end result is as soon as the phone is turned on in the morning, it says that all of the allowed hours have been used for the day and an extension must be requested.  I have removed every app that I can think of and uninstalled reinstall Norton and have the same problem. Doing Dailey time extensions every Morning is not a workable solution.  Are there any fixes for this?
