stop vpn shortcut in Windows 11 desktop

I am not subscribed to Norton VPN, but the service keeps adding a shortcut in my desktop. The VPN service is "Runninig" and cannot be stopped, as if I didn't have enough administrative privileges, even though I log in with a local Administrator user. 

How do I stop the VPN shortcut from being added to my desktop?

Do you have the standalone VPN app installed? If so, do you also have Norton 360 installed? If so you should uninstall the standalone VPN and just use the VPN feature in 360.
