Toolbar inconsistent in Chrome x64

When I open Chrome x64 the toolbar isn't showing until I open a new tab.  Very annoying, especially because ID Safe is not incompatible with Firefox, my much preferred browser.  

I'm tempted to stop using ID safe like many others have already and use a competitors password manager.

And how can the Vault simultaneously be CLOSED and OPEN at the same time???

After I have opened a new tab, this is shown on the home page.

On the new tab I see this.

Try uninstalling and reinstalling Chrome X64 for me it cured the problems.
