Alerts on devices joining the network

Hello, I'm wondering if someone can explain the functionality of the alert "Device (Whatever you named your device) attempting to join (Whatever you named your network)". What I am expecting is for that new device to be blocked until I expressly approve it; however, in practice what I am seeing is it being "allowed" on the network, by Core, if I don't approve or deny the alert after it seems a certain period of time. Personally, I would never want new a device allowed to join my networks without express approval by me. This does not happen all the time, but it is closer to 75% of the time than it is to 50%.

Adding this to the list of issue that don't seem to be getting appropriate attention. Hoping for fixes soon.
