Norton only distributes the Android apps through the Google Play Store.
If you have some reason for not connecting your phone to a Google Account, you will have to look for some other security solution. Just be aware that if you are getting your apps from somewhere other than the Google Play Store, you are losing your first layer of defence against malware that is provided by the Play store's app vetting.
